Perhaps you meant to say SEM or PPC instead of SEO?

SEM – Search Engine Marketing, and PPC – Pay Per Click campaigns are considered to be a part of SEO process (at least by me :) but might not be appropriate for all websites.
For instance, PPC campaigns would be ineffective unless your website can really sell a product. Without it, such campaign would only get you some visitors which will never convert to customers, thus ultimately burning your budget.

With regards to SEO – that is a process of optimizing your website, so it can be really found by as many CUSTOMERS and potential customers as possible.
This said, I wouldn’t consider SEO inappropriate, unless you have a very ugly, non-standard, non-compliant and inaccessible website ;-)
