How Are Web Pages Prioritized In Search Engine?

It seems that some web pages are more likely to come up even if the words do not match more so than web pages further down the list…
so, are the web pages resulting in search at a search engine prioritized by the amount of money the website pays, or is it really 100% genuine relevance?
I’m trying to make a website… so, thanks in advance.

    The sites which want to make sure that they appear at the top of Google lists are paying for it. If you don’t want to pay and still like to appear at least close to the top, try to get other sites to link to you, also offer some freebies to download. Webcrawlers are favoring such web sites.
