You technically could create and host a search engine, but that’s really not what you want to do. Established search engines like alta vista, Google, Yahoo, MSN, AOL, etc.
You can submit your site to established search engines for free most of the time, but it takes months and months before your site moves up in the rankings. There are off the shelf products that you can purchase like Traffic Blazer for example that are subsciption based but you are not charged for click throughs.
