Is Blocking A Certain Search Engine Or A Group Of Search Engines A Monopoly?

If only one search engine is allowed to be used (while all others are block) at an institution, is this creating a monopoly for the only used search engine?

No, and I’m afraid it’s not a monopoly at all.
It’s simply a choice made by the network administrator to use that particular search engine. I’m guessing it’s for traffic reasons.
Search engines such as Google and Yahoo offer much more than just a simple search engine including returning cached results which would allow an institution, eg. a school to view web content which would normally be blocked and even illegal in some countries.
