I Have An Item And I Don’t Know How To Find Info On It. I Tried Ebay And The Yahoo! Search Engine And Google!?

Unethical To Utilize Search Engine Keywords That Don’t Appear On But Are Related To A Website I’m Having Made?
I’m having a website created for myself. I’ve been told it is unethical in it’s creation to allow search engine words/phrases (to find my website) that do not physically appear on my webpage. All of the key word descriptors would be legitimately descriptive and relevant to my webpage. Is this unethical with penalties possible?
